Position Summary

Responsible for engineering, planning, and design of projects. Supervises engineering activities performed by subordinates, including designing projects to be built in compliance with RUS and company specifications. Consults with Network Engineer, Plant Manager, and COE Manager on engineering, design, and budget. Makes recommendations on long-range engineering plans; communicates with planning, zoning, and permitting agencies; and communicates with RUS, FCC, and state PUC staff on required specifications and standards. Assumes supervisory responsibilities as they relate to the engineering, drafting, and construction departments.

Duties and Responsibilities

  • Supervises engineering projects including project design and staking of projects to ensure compliance with RUS and industry specifications;
  • Consults with the Network Engineer, Plant Manager, and COE Manager on outside plant design, engineering, and budgeting.
  • Reviews new technologies and potential services and makes recommendations on engineering and design requirements, costs, and impact;
  • Develops engineering and construction budget objectives and controls. Orders materials and equipment for engineering and construction operations;
  • Oversees the construction of telecommunications service to ensure the ability of the company to offer top quality service to its subscribers;
  • Negotiates plant contracts and completes necessary documentation including verifying tabulation with contractors;
  • Compiles information for loan applications, specifications for lease or purchase of new equipment;
  • Maintains contact with zoning, planning, permitting agencies to stay abreast of developments and/or changes that may require additions or rearrangements;
  • Assists in regrouping new and existing plant and coordinating the installation of subscriber carrier and other transmission systems;
  • Forecasts or estimates projected traffic to determine required construction, rearrangement, or removal projects;
  • Makes recommendations on engineering and design requirements, costs, and impact;
  • Works with independent construction contractors and consulting engineers to develop and implement the up-grading of plant projects too large for company staff. Participates in the development of company objectives, policies, and procedures for engineering and construction activities;
  • Interprets and administers programs according to company policies;
  • Maintain up-to-date knowledge of all aspects of telecommunications, including but not limited to D.O.T. rules and regulations on road vehicles;
  • Must have knowledge of and comply with OSHA and Cooperative safety requirements and practices;
  • Supervise OSP engineering, drafting, and construction staff, by assigning work, checking quality of work, answering questions, handling personnel issues, and monitoring projects to ensure jobs are completed in a timely and accurate manner. Makes recommendations for training;
  • Reviews held service orders in construction file along with new construction projects;
  • Provides information for continuing property records;
  • Oversees correction of all plant that test unsatisfactorily;
  • Perform other related duties as assigned by management.*

  • Directly supervises OSP engineering and Construction Supervisor. Is responsible for the coordination, development and evaluation of this unit. Interviews, hires, terminates, and recommends promotions and wage increases of assigned staff.
  • Supervise and evaluate performance of individual employees reporting to this position – assigning work, checking quality of work, answering questions, handling and resolving personnel issues and monitoring work flow to ensure timely completion of department activities.
  • Provide the tools needed for assigned staff to perform their duties in a manner consistent with telephone installation and maintenance practices.
  • Carries out supervisory responsibilities in accordance with company policies and applicable laws.
  • Train staff in proper maintenance procedures and required safety practices.

Education and/or Experience

Knowledge and skills usually acquired through a degree in engineering PLUS five to seven years of experience in telephone engineering and construction operations with at least two years in a management or supervisory role, or equivalent combination of education and experience.

General Information

The general work hours for this position are 8:00 am – 5:00 pm Monday through Friday. This is an exempt position, not subject to the overtime provisions of FLSA.
